Board of Variance

The Board of Variance is an avenue of appeal on the interpretation and strict application of certain local government provisions and regulations such as those contained within the Land Use Bylaw or the Tree Protection bylaw. If you wish to apply for a variance regarding one of the Town's regulations, and you would like the Board of Variance to consider your project, you will need to fill out and submit a Board of Variance Application and information package [PDF - 131 KB].

Building Permits

Building Permits are required when you:

  • construct a new building;
  • add to an existing building;
  • change the occupancy of an existing building (for example, from office to retail);
  • make interior renovations that may impact the direction of travel to an exit;
  • repair a building envelope;
  • demolish or move a building;
  • enclose your carport or change your garage to living space;
  • add or relocate plumbing, fire alarm or fire sprinklers;
  • pave a parking area where a storm drainage system is required;
  • finish an existing basement;
  • install a swimming pool;
  • locate or add to a mobile home; and
  • locate a temporary building.

Business Licences

A business licence is required when you operate and conduct business within View Royal, including a home occupation. The first step is to apply for a business Licence by submitting a Business License Application Form .

Development Permits

Development permits help the Town ensure that proposed developments comply with the policies and objectives of the Official Community Plan. There are three different types of Development Permit: Environmental; Hazard; and Form and Character. Most properties within View Royal require a Form and Character Development Permit. Subdivisions, new construction, additions to Multi-Family, Commercial, industrial, and institutional developments all require Development Permits. If you would like to undertake a development project within View Royal, contact the Development Services Department to discuss the requirements for your particular project.

Development Variance Permit

A Development Variance Permit (DVP) is used to alter or vary a regulation set out in a development bylaw such as zoning requirements in the Land Use Bylaw . The most common types of variances are for setbacks, height and parking. In order to be approved for a development variance, you must apply for a Development Variance Permit .

Rezoning

Zoning divides the municipality into a variety of districts, each of which specifies different land uses and densities. Zoning is used to implement the policies of the Official Community Plan and to ensure the orderly development of land within the Town.

A property owner may apply to have their property rezoned if they would like to propose a project where the land use or density would not conform to the existing zoning. The process of rezoning begins when an applicant submits an application for rezoning and is finished when Council considers final adoption of the rezoning bylaws.

Sign Permits

Sign permits are required for the installation of any sign on private or public property. If you would like to install a sign on your property you will need to submit a Sign Permit Application Form  prior to erecting the sign structure.

Soil Deposit and Removal

Removal or depositing soil to and from any property may require a permit. Prior to commencing any soil removal or depositing on your property, contact the Planning Department to discuss the particulars of your project. Subdivision Approval

Subdivision of any land within View Royal must be approved by the Town's Approving Officer. The Approving Officer has considerable discretion in considering whether or not to approve or reject an application for subdivision . In making a subdivision decision, the Approving Officer takes into account considerations of zoning and Official Community Plan policies for the area where subdivision is requested. If you would like to subdivide your property, fill out and submit an application for subdivision  to the Town Hall.

Temporary Commercial Use Permits

A Temporary Commercial Use Permit (TCUP) allows commercial uses on a temporary basis where zoning would not otherwise permit the requested use. TCUPS are typically used for a special event (such as an event in a park) or for a unique, short-term circumstance. A TCUP will set out conditions under which the special use may be carried out and is only valid for a limited period of time (which is stated on the permit). TCUPS must be approved by Council.

Tree Removal or Alteration Permits

View Royal requires a permit for the removal or alteration of designated trees within the Town. The permit provides a level of protection to ensure the urban forest is maintained. Before removing or altering a tree, property owners must ensure that the tree is not designated as protected, significant [PDF - 65 KB], or as a replacement tree.
