Eagle Creek Village Development (Helmcken Road at Watkiss Way)

Phase 1 of Eagle Creek Village, the $100-million mixed-use development at Helmcken Road and Watkiss Way, is well underway. Plans for Phase 1 include 76,000 square feet of office space, 60 residential rental units, and 112,000 square feet of commercial retail space that will include a Quality Foods grocery store and Tim Hortons.

150 one and two-bedroom units are also planned for the condominiums to be built in Phase 2 at a later date. A new three-acre Town park off Watkiss Way will also be located at the west end of the property.

The road and boulevard frontage works for the development are now in progress. There are a number of infrastructure improvements taking place along the west side of Helmcken Road, north and south of Watkiss Way, and along Watkiss Way, from Helmcken Road to west of the Victoria General Hospital (VGH) emergency entrance. The improvements include:

  • new sidewalks and bike lanes;
  • improvements to lighting;
  • new drainage and stormwater management infrastructure including extensive rain gardens;
  • boulevard landscaping and trees;
  • new bus shelters;
  • upgrades to the Helmcken Road/Watkiss Way signalized intersection;
  • new asphalt and road markings; and,
  • the installation of a large roundabout on Watkiss Way at the development entrance/VGH emergency (and staff) entrance.

See below for a schematic of the new design. These works are scheduled to be completed in late fall of this year.

Please be advised of the 30 km/h construction zone speed limit on both Helmcken Road and Watkiss Way in this area. Delays are to be expected and we recommend that motorists use alternate routes if possible. Observe traffic control persons and construction signage when travelling through the construction zone.

Note that construction of the roundabout on Watkiss Way has begun. Therefore, roundabout rules are now in effect. Please take care negotiating the roundabout during construction and adhere to the signage and traffic control persons.
