User Fees

The following are user fees reflected on your property tax notice or billed on a separate user fee invoice. These fees are different from fees applied to property development, known as Development Cost Charges.

Water User Fees

The Capital Regional District (CRD) Water Services provides municipal water to the Town of View Royal. To access their water accounts web page, please click here.

Any water user fee unpaid by December 31st of any year it is due shall be deemed taxes in arrears on the land or real property on which the fee is imposed.

Sewer User Fees

Sewer User Fees are invoiced to property owners in October of each year.

What does the sewer utility invoice pay for?

The Town of View Royal's annual sewer utility invoice pays for the operation and maintenance costs related to the use of the sanitary sewer collection system and sewer pump stations owned and operated by the Town of View Royal.  Beginning in 2020, the Town will also recover the operating costs, capital contributions and debt costs relating to the sewer trunk mains and pump stations owned and operated by the Capital Regional District (CRD) that move sewage from the View Royal collection systems to the Regional outfall.  In the past CRD costs have been recovered through the CRD Sewer tax, which was collected on your annual property tax notice.  In 2019, a residential property with the average assessed value of $730,000 paid about $265 as a sewer tax for use of the CRD's sanitary sewer system.  While new CRD user rates have not yet been determined, homeowners whose property value was near the average and whose winter water consumption was near the annual average of 77 cubic meters should expect to pay a similar amount in 2020.

The sewer utility invoice is calculated using the CRD Water Services winter water consumption date, November to April.

On your sewer utility invoice, you will see two charges:

  • A flat base charge which represents 15% of the total cost of the sewer operations; and
  • The consumption charge that represents 85% of the total cost of the sewer operations and is a rate per cubic meter of water consumption used.

Garbage and Household Food Waste Collection User Fees
