User Fees

The following are user fees reflected on your property tax notice or billed on a separate user fee invoice. These fees are different from fees applied to property development, known as Development Cost Charges.

Water User Fees

The Capital Regional District (CRD) Water Services provides municipal water to the Town of View Royal. To access their water accounts web page, please click here.

Any water user fee unpaid by December 31st of any year it is due shall be deemed taxes in arrears on the land or real property on which the fee is imposed.

Sewer User Fees

Sewer User Fees are invoiced to property owners in September of each year.

In 2008 we changed the process for collecting municipal sewer user fees. This was done in order to:

  • Make the distribution of sewer user fees more fair and equitable; and
  • Emphasize the importance of water conservation

Instead of a flat rate as billed in previous years, the sewer user fees are now calculated in part on your prior year's winter water consumption. Using the winter water consumption excludes the additional water used during the summer for irrigation purposes.  Click here to view a copy of the Sanitary Sewer Rates Bylaw.

CRD Water Services provides the ‘winter water consumption' which is the consumption recorded for the three billing cycles through November to April.

On your sewer user fee invoice, you will see two charges:

  • A flat base charge which represents 15% of the total cost of the sewer operations; and
  • The consumption charge that represents 85% of the total cost of the sewer operations and is a rate per cubic meter of water consumption used.

Garbage and Household Food Waste Collection User Fees

Residential garbage and household food waste collection fees are entered on the tax roll as a separate line item on the annual property tax notice.  The Town's  Garbage and Household Food Waste Collection Bylaw [PDF - 54 KB] details the service fees for garbage and household food waste collection.
