Project Overview

Starting in August 2021, the Town of View Royal is updating our Official Community Plan (OCP). Last updated in 2011, the OCP provides a long-term vision for the community and high-level guidance for future planning and development.

The OCP update process is an opportunity to identify what residents value most, what their visions are for future growth, and how to prepare for and direct change. In the end, the OCP will provide guidance for future planning and investment through policies that are structured to steward and protect what is cherished.

This project will take a participatory approach that will engage citizens, stakeholders, adjacent municipalities, provincial agencies, Esquimalt Nation, and Songhees Nation.

The project is led by the Town of View Royal with support from EcoPlan International, a community planning consultant.

Project Process & Timeline

This project is taking place between August 2021 and June 2022.

Background

The current OCP has served the Town of View Royal well, so this work will be an update and not a major re-write. Still, there are some important issues and topics that require attention, feedback from the community, and focus in the updated OCP.  Some of the key areas that Council and staff identified for additional review include:

  1. Housing Matters: View Royal housing needs, diversity, and options
  2. Placemaking: Neighbourhoods centres and urban design
  3. Preparing for Change: Climate change and resilience
  4. Moving Around: Transportation and the ways we get around
  5. A Healthy Local Economy: A more resilient and diverse local economy
  6. Our Natural Connections: Parks, protected areas, and shorelines

The OCP update process is an opportunity to explore these topics (and others) in more detail and to get community feedback on how we can best prepare for and direct change.

Opportunities to Get Involved

Engagement will be a key component of the OCP update process and will include various OCP events and engagement activities. These will range from in-person events such as neighbourhood walk-shops and open houses, to online surveys and workbooks.

These activities will aim to engage community members of all ages, local groups and businesses, Esquimalt Nation and Songhees Nation, neighbouring municipalities, senior governments, the School District, View Royal Advisory Committees, and Town of View Royal Council.

All engagement activities will follow the latest COVID-19 guidelines and restrictions from the Province around physical distancing and social gatherings.

Your input will be a core part of shaping our updated OCP. Engagement events and activities will be posted on the Events page throughout the project, so please check for upcoming opportunities to participate and have your say!
