Development Cost Charges Open House

The Town of View Royal is currently conducting a review of its Development Cost Charges (DCC) Bylaw, which was adopted in 2001. The review will update the City’s current DCC rates, as well as propose policies that reflect current land uses and development patterns within the Town. An open house is planned as part of this review.

What are DCCs?

In British Columbia, Development Cost Charges are a common means of financing infrastructure needed to support growth in the community, such as upgraded roads and bike lanes, sanitary sewer pipes, playground facilities and land for parks. DCCs are one‐time charges that local governments can levy on new subdivisions and buildings at the time of approval to contribute toward the cost of upgrading or providing the infrastructure that supports and enables new development. The charges are based on the type of building or development, and the impact the development has on each category of infrastructure.

When is the open house?

View Royal Council is seeking input on this subject from the public, developers, and other stakeholders at an open house on the DCC review.

  • Format:           The Open House will be a drop-in, with no formal presentation.

Town staff and the Town’s consultant will be on hand to answer questions.

How can I learn more?

The Open House will share information about what DCCs are, how they are calculated, and provide background on the process to prepare updated DCC rates. Preliminary rates are being provided for discussion purposes.

The Town’s current DCC bylaw is available for reference on the Town’s website here. The information provided at the Open House will also be available on the Town’s website after December 18th, together with a feedback form that can be submitted to . Feedback submitted at the Open House, via email, or in person to the Town prior to January 11, 2018 will be compiled and shared with Council prior to the preparation of an updated bylaw.
