Town of View Royal Endorses West Shore RCMP Facility Expansion Validation Report

At the January 20, 2026, Regular Meeting of Council, View Royal Council endorsed the West Shore RCMP Facility Expansion Council Validation Report and supported the next steps to move forward with the construction of the project. This follows Council’s December 2025 approval of the funding mechanism for the project through the Capital Regional District.

The West Shore RCMP serves Langford, Colwood, View Royal, Metchosin, Highlands, Songhees First Nation, and Xwsepsum First Nation. The existing facility, located on Atkins Avenue in Langford, was built in 1966 and expanded in the late 1990s. It has exceeded its capacity, prompting the need for a modern, expanded facility to support the region’s growing policing needs. This project will provide the community with a modern post-disaster facility that will accommodate the RCMP for the next 25 years.

Councils’ unanimous endorsement confirms the Town’s support for the findings of the Validation Report, which determined that the proposed expansion can be delivered within the established construction budget of $87.5 million while meeting operational, safety, accessibility, and sustainability requirements of the RCMP. The proposed plan includes demolition of the original 1966 building and its replacement with a new 55,000-square-foot expansion, as well as renovations to the 1999 building.

The Owners of the West Shore RCMP facility have engaged in an IPD contract model and project methodology, which was unanimously approved by each member of the Owners Group in early 2023. The IPD approach brings together architects, builders, and engineers with the Owners and the RCMP in a collaborative design process. The IPD model establishes shared risk and governance. In this case, the non-owner team members have signed the Validation Report, committing to the project’s performance, scope, and cost expectations. In IPD, typical cost overruns reduce the shared profit pool, which holds all consultants/ contractors profits for the duration of the project and is distributed only if the project is on time and on budget. The IPD governance process is about mutual accountability for all parties signatory to the IPD contract. This results in a proactive risk mitigation focus as well as transparent and open processes where all parties work together to adapt project delivery to meet the “best for project” outcomes, not what is best for each individual company.
