How to Participate in a Meeting

The public are invited to share their comments/questions during the Public Participation Period, Staff Reports (for certain types of applications), or Question Period portions of a meeting. People have the opportunity to provide comments or questions in-person, virtually, or in advance by submitting correspondence in writing.

Please be advised: meetings are recorded and made publicly available on our website. By participating in a meeting, you consent to your personal information being collected and made available in this way. For more details refer to the Town’s Privacy Policy.

To participate in person:

View Royal Council Chambers is open for the public to attend meetings in-person.

To participate by phone (listen only):

  1. Dial 778-402-9227.
  2. Enter the Conference ID number for the meeting.
  3. Your audio will immediately be muted so as not to interrupt the meeting in progress. You will not be able to unmute your phone. 

To contribute comments or questions during a meeting: 

  1. Fill out the Public Participation and Question Period Form using the link. Enter your name, street name (number not required), and your comment or question. 
  2. Select 'Submit'.
  3. Your comment/question will be read out loud at the appropriate time by a member of our Webcast Team. Please complete the form as early in the meeting as possible to allow time for the Webcast Team to receive your comments.

Note: Public participation comments are limited to 5 minutes for each speaker and must be related to items on the agenda. Question period is open to any question and is limited to 2 minutes for each speaker.

To participate by online chat feature (for Public Hearings only):

  1. Click 'Watch Live' to view the live webcast.
  2. Join the meeting using Microsoft Teams OR select 'Watch on the web instead'.
  3. Sign in with your Microsoft account OR select 'Join anonymously'.
  4. Click the small Q&A icon on the top right corner of the screen. 
  5. Select 'Ask a Question' at the bottom right corner of the screen.
  6. Enter your name, street name (number not required), and your comment or question. 
  7. Select 'Send'.
  8. Your comment/question will be read out loud at the appropriate time by a member of our Webcast Team.

To submit correspondence to Council:

Written correspondence can also be submitted by email to mayorandcouncil@viewroyal.ca or by mail to Mayor and Council, Town of View Royal, 45 View Royal Avenue, Victoria, BC V9B 1A6. 

Town staff will advise whether your correspondence is circulated to Council for information, or if your correspondence is scheduled to appear on a Council meeting agenda. If scheduled for an agenda, written submissions will appear under the Correspondence section, Consent Agenda section, or under the subject the correspondence pertains to. Agendas are posted on the Friday prior to the meeting at https://www.viewroyal.ca/EN/main/town/agendas-minutes-videos.html.
