Town of View Royal and Aroga Partner to Establish Primary Care Clinic

The Town of View Royal and Aroga Lifestyle Medicine Victoria Ltd. (Aroga) are entering into a Partnering Agreement to establish a primary care clinic focused on connecting View Royal residents who do not currently have a family physician or nurse practitioner with ongoing primary care.

The clinic, located in Eagle Creek Village, is expected to open by the end of 2026 and will include three exam rooms and capacity for up to five full-time equivalent providers. Aroga has committed to attaching a minimum of 750 View Royal residents to primary care in the clinic’s first year, increasing to 1,600 residents by the end of the second year.

The clinic will be operated by Aroga and not run by the Town of View Royal. View Royal residents will be attached to the new clinic through BC’s Health Connect Registry, which connects people who do not have a primary care provider with available family physicians and nurse practitioners as opportunities arise. The Town encourages residents who do not currently have a family physician or nurse practitioner to register with the Registry. Residents who are already registered should make sure their information is up to date.

“Canada’s public health-care system has its roots in communities much like ours. In 1946, Swift Current, Saskatchewan and surrounding municipalities helped pioneer a new approach to connecting residents with a doctor. That local initiative ultimately helped shape Medicare across Canada,” said Mayor Sid Tobias.

“Eighty years later, View Royal is facing a remarkably familiar challenge: too many of our residents simply do not have access to a primary care provider. Rather than accept that situation, Council has decided to act. Through our partnership with Aroga, we are creating a pathway to connect unattached View Royal residents with primary care, with the goal of continuing to increase capacity so that every View Royal resident who needs a primary care provider can have one. Health care may not traditionally be a municipal responsibility, but history reminds us that some of the most important changes in Canadian health care began when local communities saw a problem and chose to act.”

Under the Partnering Agreement, the Town will provide a one-time contribution of $225,000 toward leasehold improvements, equipment, diagnostics and initial recruitment. The Town will also provide $125,000 annually for 10 years to support clinic operations, including administrative staff, a medical director, medical supplies, insurance, and physician and nurse practitioner recruitment and retention.

The clinic will offer a combination of in-person and virtual appointments, with extended weekday hours and Saturday availability helping to increase capacity. Once attached, residents will also have access to Aroga’s broader team of health and wellness professionals.

With the Partnering Agreement now in place, Aroga will begin recruiting family physicians and nurse practitioners for the clinic.

Residents in need of primary care are encouraged to register with BC’s Health Connect Registry.
